ECP expresses its inability to exercise powers for verification of thumb impressions of voters | PakistanTribeISLAMABAD – The Election Commission has expressed its inability to exercise powers for verification of thumb impressions of voters.

The Ministry of Interior, on Monday last, had asked the Commission to exercise these powers for three months for the sake of transparency of the process of verification of the thumb impression.

The Commission, in its meeting in Islamabad on Thursday, observed that the Constitution and the law do not seem to provide for exercising the power of issuing of any direction regarding verification of thumb impressions especially when it is being done as a result of electoral activity conducted by the Commission itself.

The Election Commission observed that in such a case only a neutral arbiter such as a court of law or a judicial tribunal can take cognizance of any dispute arising out of an electoral activity.

The Commission said that verification of thumb impression by NADRA through its optical scanning system is a kind of forensic analysis and the report produced by it will be considered as forensic evidence by Election Tribunal which directed for such verification.

The Commission said it is not supposed to become a party in such matters for obvious reasons.
