The bill provides to rationalize and reorganize the local government system in the Federal Capital.
Under the Act, Local Government shall consist of Union Councils and Metropolitan Corporation.
The government shall specify the local area within Islamabad Capital Territory as Union Councils and for the Metropolitan Corporation.
The Union Council will consist of Chairman and Vice Chairman as joint candidates, six general members, two women, one peasant, one youth and non-Muslims member. The metropolitan corporation shall consist of Mayor and Deputy Mayor as joint candidates, Chairman of all Union Councils, women, peasants, technocrats, youth members and non-Muslims.
Members of each Union Council shall be directly elected by the voters registered in the concerned union council while the members of the metropolitan corporation shall be elected by the members of the union councils.
Meanwhile, replying to a call attention notice moved by Nawab Muhammad Yusuf Talpur and others regarding delay in appointment of Federal Member of Indus River System Authority from the province of Sindh, Minister of State for Water and Power Abid Sher Ali assured the House that appointment of member in Indus River System Authority from Federal Capital and all other four provinces would be tackled according to existing Water Accord 1991.
Replying to another call attention notice moved by Jamshed Ahmad Dasti and others regarding non-provision of financial assistance by the Federal Government to the persons who died and were injured during the incident in GENCO-III Thermal Power Station, Muzaffargarh, Minister of State for Water and Power Abid Sher Ali said that 672 thousand rupees have been paid to each deceased and their sons have been accommodated in the jobs. He said the inquiry is underway into the incident and strict action will be taken against those involved in the incident.
Later, the House started debate on motion moved by Minister for Science and Technology Zahid Hamid regarding increase in prices of various commodities in the country.
Speaking on the occasion, the members said that sufficient development in the field of science and technology is imperative to control the inflation in the country. They said the agriculture be put on the modern lines to increase the production. They said that the agriculture inputs must be provided to the farmers at subsidized rates.
The members said that the main cause of price hike is law and order situation and corruption in different sectors. They said that strict legislation must be done to control corruption in the country.
Those who spoke on the occasion include Shazia Marri, Qaisar Ahmad Shaikh, Asad Umar, Mian Abdul Manan, Sahibzada Muhammad Yaqoob, Jamshed Ahmad Dasti, Qari Muhammad Yusuf, Chaudhary Muhammad Ashraf, Muhammad Safdar, Shah Gul Afridi, Chaudhary Jaffar Iqbal and Muhammad Afzal Khan Dhandla. The House will now meet Tuesday at 10:30 am.
